On June 25, 2024, the Vietnam Information Security Association (VNISA) held the announcement ceremony of the TCCS:03/2024-VNISA standard on “Technical Requirements for Products and Services to Protect Children in the Cyber Environment.” This is an important event to announce standards ensuring the safety of children in the booming internet era.
Context and Importance of Protect Children in the Cyber Environment
Vietnam currently has 24.7 million children, most of whom have access to the Internet and digital devices from a very early age. Although the rapid development of the Internet and smart devices brings many learning opportunities and access to useful information, it also poses many risks. Children, lacking the skills and knowledge to protect themselves, easily become targets of online threats. Managing and monitoring children’s online activities by parents has become an urgent need.
The Birth of TCCS 03:2024/VNISA Standard
Recently, the Vietnamese market has seen the emergence of many technology products and solutions from both domestic and foreign companies to help parents protect children in the online environment. These products can block and filter harmful content, limit access to age-inappropriate websites, and become useful tools for parents to manage online activities and ensure children’s safety. However, many users are still concerned and lack a basis to choose the most suitable technology solution.
In this context, VNISA assigned the Vietnam Cyber Safety for Children Club (VCSC) to draft the TCCS 03:2024/VNISA “Basic Technical Requirements for Products to Protect Children in the Online Environment” standard and related documents. This standard specifies the basic requirements for products to protect children in the online environment, including documentation requirements, features, compliance and Vietnam-specific characteristics, information security aspects of the product, and performance.
Speaking at the announcement event, Mr. Nguyen Thanh Hung, Chairman of the Vietnam Information Security Association (VNISA), said: “Recently, the association has encouraged member units to invest in research and develop products and services to protect children, aiming to build an ecosystem of solutions to protect children in the online environment in Vietnam.”

Within the framework of the event, there was also a panel discussion on “Building an Ecosystem of Products and Services to Protect Children Online: Opportunities and Challenges,” chaired by Mr. Ngo Tuan Anh, Vice Chairman of VNISA, Head of VCSC Club. VNCERT/CC (Department of Information Security, Ministry of Information and Communications), VNPT Information Technology Company (VNPT-IT), SCS Cyber Security Company, FPT Telecom Company, Lancs Networks JSC, along with experts from World Vision Vietnam and ChildFund Vietnam provided many evaluations, assessments, and specific features in developing products and services to protect children in the cyber environment.
